Project Engineer (PIC) – Civil
Summary
The Project Engineer (PIC) – Civil is in responsible for the overall planning, execution, monitoring, and control of civil works at assigned project sites. Acting as the Person-In-Charge (PIC), the Project Engineer ensures that all civil activities are completed in accordance with approved drawings, specifications, contracts, safety standards, quality requirements (ISO 9001:2015), and project schedules while effectively coordinating with internal teams, subcontractors, suppliers, and clients.
2. Key Responsibilities
A. Project Planning and Execution
- Serve as the primary site representative for all civil works.
- Review and interpret approved plans, drawings, specifications, BOQs, and contracts.
- Prepare project execution plans, work schedules, method statements, and resource plans.
- Ensure proper mobilization of manpower, materials, equipment, and subcontractors.
- Monitor daily site activities to ensure adherence to scope, timeline, and budget.
B. Site Management and Coordination
- Supervise and coordinate site engineers, foremen, surveyors, and subcontractors.
- Conduct daily toolbox meetings and site coordination meetings.
- Coordinate with architects, consultants, clients, LGUs, and utility providers as required.
- Resolve site issues, clashes, and technical concerns promptly.
C. Quality Management (ISO 9001:2015)
- Ensure compliance with the company’s Quality Management System (QMS).
- Implement approved Inspection and Test Plans (ITPs) and Method Statements.
- Conduct inspections and ensure works meet approved quality standards and specifications.
- Prepare and submit quality-related documents such as checklists, inspection reports, and NCR responses.
D. Safety, Health, and Environmental Compliance
- Enforce site safety rules in compliance with DOLE, local regulations, and company HSE policies.
- Ensure proper implementation of Job Hazard Analysis (JHA) and risk assessments.
- Coordinate with Safety Officer to address unsafe conditions and practices.
- Promote a safe and environmentally responsible worksite.
E. Cost Control and Materials Management
- Monitor material usage and minimize wastage.
- Review material requests, delivery schedules, and inventory at site.
- Assist in evaluating variation orders, additional works, and cost impacts.
- Coordinate with Procurement and Warehouse teams using ERPNext.
F. Documentation and Reporting (ERPNext-Enabled)
- Prepare and submit daily, weekly, and monthly accomplishment and progress reports.
- Maintain site records including as-built data, daily logs, and photo documentation.
- Encode and update project status, milestones, and issues in ERPNext Project Module.
- Support project billing, progress claims, and turnover documentation.
G. Testing, Commissioning, and Turnover
- Ensure completion of punch lists and rectification of defects.
- Coordinate testing, inspections, and approvals prior to project handover.
- Prepare as-built drawings and turnover documents.
- Assist during final inspection and project close-out.
3. Authority and Accountability
- Authorized to direct site personnel and subcontractors within approved scope.
- Recommend corrective actions for delays, quality issues, and safety concerns.
- Accountable for site performance in terms of time, cost, quality, and safety.
4. Qualifications
Education
- Bachelor’s Degree in Civil Engineering.
Licensure
- Licensed Civil Engineer (PRC) – Preferred / Required depending on project.
Experience
- Minimum 3–5 years experience in civil works, construction, or infrastructure projects.
- Experience as Site Engineer or Project Engineer is an advantage.
5. Skills and Competencies

- Proficiency in reading plans, drawings, and technical specifications.
- Project coordination and leadership skills.
- Working knowledge of ERPNext, MS Project, AutoCAD, and MS Office.
